Kitui Health Sector Gains Financial Muscle Under FIF Model

Health facilities in Kitui County are currently experiencing the benefits of the Facility Improvement Financing (FIF) Act, a framework that allows revenue collected by the health facilities retained and utilized by the same facilities to improve healthcare services.


Under the FIF Act, revenue generated through hospital services is retained and utilized to support service delivery, including purchase of essential drugs, improvement of infrastructure, maintenance of equipment and enhancement of patient care among others. 


However, the funds collected have to be appropriated through the County Budget process to ensure accountability and proper utilization of public resources.


Health stakeholders say the model is helping strengthen healthcare delivery by giving facilities greater financial flexibility to address immediate operational needs and improve efficiency in service provision. 


"The FIF framework is giving our hospitals greater financial flexibility to improve healthcare services and enhance patient experience across the county," Dr. Benson Musyoka, the Chief Officer for Medical Services says.

The FIF framework is also expected to reduce delays in accessing critical supplies and improve overall patient experience across county health facilities.


Addressing the press in Mombasa last week at the end of County Executive Working Retreat, Governor Julius Malombe explained that where a health facility collects more revenue than it spends within a financial year, the excess funds are not lost. 


He said that the balance is carried forward and remains available for future use by the facility, subject to appropriation through the county budgeting process and existing financial regulations.


The Governor noted that this framework is aimed at strengthening sustainability in healthcare financing by ensuring hospitals and health centres can continuously improve services, restock essential supplies and respond more effectively to operational needs.
