Governor Malombe's Legacy in Department of Finance & Revenue Management

Since assuming office in August 2022, the administration of H.E. Dr. Julius Malombe has implemented a total of 2,931 development projects across Kitui County.
These interventions span all 40 wards and 247 villages, touching every sector of the county economy and social life.
The projects reflect a deliberate focus on inclusive growth, service delivery, and transformation under the Kitui Promise development agenda. Let's look at:
The FINANCE, ECONOMIC PLANNING AND REVENUE MANAGEMENT
The department has implemented revenue and fiscal management reforms supporting all 2,931 projects.
Own Source Revenue has grown from KSh 361 million in 2021/2022 Financial Year to KSh 996 million in 2024/2025 Financial Year, representing a 176% increase.
The County Treasury has also settled over KSh 1.78 billion in pending bills, improving financial stability and supporting contractors.
From 2022/2023 FY to date, the Country Assembly has received significant allocations from the County Executive share of revenue including Ksh233 million for car loan & mortgage, and an additional Ksh140 million for construction of County Assembly Office Block and Ksh34M for the Speaker's residence.
The County Assembly has proposed an allocation of Ksh200 million for construction of 40 MCA ward offices in 2026/2027 Financial Year. However due to competing county needs, the Executive has prioritized interventions with immediate and broad public impact such as roads, ECDE classrooms, recruitment of VTC tutors among others.
It is for this reason that Governor Malombe is urging the MCAs to consider redirecting the proposed allocation of Ksh200M for Ward offices to more pressing public needs under the department of Education & Roads.
The Governor remains committed that the allocation for MCAs Ward offices will be factored in 2027/2028 Financial Year.
